On 28 September 2026, the UNESCO Institute for Information Technologies in Education (IITE) announced the Analytical Report Teacher AI Competency Frameworks. It was developed through the IITE–Shanghai Open University project on promoting ICT capacity building and open education in the era of AI and digital technologies. The announcement was updated on 2 October.
The report supports policymakers by examining AI literacy, implementation settings and assessment approaches in existing teacher competency frameworks. It systematically reviews 36 publicly available national, institutional and academic frameworks produced by education authorities, international policy organisations and researchers, highlighting competencies grounded in pedagogy and aligned with curricula.
Four stages structure the analysis: mapping competencies addressed in research and practice; examining coordinated implementation across strategic policy, curriculum and regulatory support, and classroom teaching; considering ways to assess teachers’ competency levels; and recommending approaches to framework design.
The conclusion offers a checklist of elements for a comprehensive framework and recommends implementation actions, providing evidence for practical national approaches in teacher education. An annex details the frameworks reviewed. The full report is available through IITE’s official publication page below.
